Jeff Perry Secures Citizen’s for Limited Taxation Endorsement
Boston – State Representative Jeffrey Davis Perry (R-Sandwich) has again won the endorsement of Citizens for Limited Taxation’s (CLT) 2 ½ Political Action Committee for his re-election bid as State Representative from the 5th Barnstable District.
CLT’S 2 ½ PAC, the political arm of Citizens for Limited Taxation, was originally created to support candidates who would defend Proposition 2 ½ in the State Legislature. It now endorses candidates who support taxpayers on a variety of issues and uses the CLT Legislative rating to identify pro-taxpayer legislators.
Francis J. Faulkner, Executive Director of the PAC, said the group endorsed Representative Perry based on his strong consistent support for tax limitation. This support was reflected in his impressive 94% on CLT’s most recent taxpayer rating. “We need to keep people like Jeff Perry in the State Legislature to continue the fight for the income tax rollback and to block any attempt to impose new taxes.”
He went on to say, “In serving the best interests of the taxpayers and the economy, we urge the voters of the Fifth Barnstable District to re-elect Representative Jeffrey Davis Perry on November 4th.”

Representative Perry to File Legislation for Tax Break for Heating Costs
Boston – Today, Representative Jeffrey Davis Perry (R-Sandwich) announced that he has plans to file legislation that will provide financial relief to residents of the Commonwealth for the costs associated with heating their homes this winter. The legislation, to be filed at the beginning of the next Legislative Session, would allow homeowners a tax credit up to $1,000 for home heating expenses on their state income tax.
“The cost of home heating has skyrocketed over the past few years and many folks are having difficulty keeping up with the financial challenges that have resulted” said Representative Perry. He believes that due to increased fuel costs, this Bill will provide an extra measure of financial stability to those struggling to heat their homes. “I am optimistic that the Legislature will consider this proposal in a timely manner. We need to provide residents of the Commonwealth increased financial flexibility when it comes to heating their homes this winter.”
If approved, a resident’s payment made for home heating oil, natural gas or propane will be considered eligible purchases from November 1, 2008 through March 31, 2009 under Perry’s plan. The cost of electricity cannot be considered eligible for the tax credit as there is no way to determine what is used for heating and what is used for lighting and other non heating purposes.
In addition to this measure, Representative Perry is pleased to announce the availability of heating assistance to those who qualify. The Massachusetts Department of Housing & Community Development is offering direct payment for costs associated with heating for those at or below 200% of the federal poverty level.

Representative Perry releases Polling Results
Sandwich - Today, Representative Jeffrey Davis Perry (R-Sandwich) released the results of a District wide (Sandwich, Barnstable, Mashpee & Bourne) telephone poll. The poll was conducted over the last month and includes an equal number of telephone calls to all towns and demographics. Some 3,200 telephone calls were made with 769 registered voters responding to the poll.
Below are the questions asked and the responses provided:

It is also clear from the poll that a super majority of voters do not want their tax dollars going for benefits to illegal immigrants. On a personal note, I am very pleased with the rating I was provided by my constituents. It is a privilege to serve as their State Representative.â€

GUN OWNERS ACTION LEAGUE ENDORSES REPRESENTATIVE PERRY AS HE SEEKS HIS FOURTH TERM
SANDWICH – Today, Representative Jeffrey Davis Perry (R-Sandwich) is pleased to announce that he has received the formal endorsement from the Massachusetts Gun Owners Action League (GOAL). This is their fourth straight endorsement of Representative Perry in as many terms as he has sought political office.
In the Massachusetts Candidate Listing, GOAL gave Representative Perry a grade of A+ when it came to supporting gun owners’ rights. Representative Perry has engaged in reasonable and responsible measures that attempt to create firearms policy without infringing on citizens rights. He has also fought against measures that aim to violate the principles of the Second Amendment. The endorsement stated that those who receive a grade in the A range are candidates “whom have held office and consistently voted to support gun rights.”
Representative Perry supported legislation this session that would decrease the gun fees from one hundred dollars back to the original forty five dollars. This measure was struck down by Governor Patrick, but the fact that it passed the House and Senate shows that with Perry’s help, progress is being made.
In Representative Perry’s next term he vows to maintain his strong support of the Second Amendment and work with GOAL on legislative matters pertaining to gun owners rights.

Representative Perry Receives Endorsement
from Retired Educators Association of Massachusetts PAC
Sandwich– Today, Representative Jeffrey Davis Perry (R-Sandwich) received the endorsement of the Retired Educators Association of Massachusetts Political Action Committee (REPAC). REPAC is the political arm of the Retired Educators Association of Massachusetts (REAM). This endorsement recognized Representative Perry’s continued support of educational programs and support of teachers, specifically including his support of reasonable cost of living adjustments for retired teachers here in the Commonwealth.
Representative Perry is pleased to receive this recognition from REPAC as he has worked with the REAM for many years on various issues. REPAC acknowledges Representative Perry’s commitment to promoting, protecting and providing for the needs of teachers, both past and present.
Representative Perry has been recognized as a leader on educational issues and has been appointed as the Ranking Member of the Legislature's Joint Committee on Education.

Representative Perry Announces NRA Endorsement
Sandwich – Today, Representative Jeffrey Davis Perry (R-Sandwich) announced that he has received the endorsement of the National Rifle Association (NRA). The NRA gave Mr. Perry an “A” rating along with their endorsement for his continued support of gun owners’ rights.
A letter addressed to Mr. Perry announcing the endorsement stated that “candidates receiving an “A” rating is based upon positive responses to the NRA-PVF candidate questionnaire and Representative Perry’s strong and vocal support of the people’s right to keep and bear arms.”
“I am proud of my record of protecting citizens’ constitutional rights” commented Representative Perry. Representative Perry has also been endorsed by Gun Owners Action League (GOAL) of Massachusetts, further showing his commitment to gun owner’s rights.
Representative Perry has been recognized as a leader on promoting responsible public safety and has been appointed as the Ranking Member of the Legislature's Joint Committee on Public Safety. Jeff Perry is a former police sergeant and member of the Army National Guard.

REPRESENTATIVE PERRY TO FILE COMPREHENSIVE ILLEGAL IMMIGRATION PACKAGE
BOSTON – Today, Representative Jeffrey Davis Perry (R-Sandwich) announced his plan to file comprehensive legislation dealing with illegal immigration here in the Commonwealth. The package, to be filed at the beginning of the next legislative session, will include; a measure to limit public taxpayer funded benefits to illegal immigrants, strengthen the laws as they relate to driving without a license, allow immigration status to be a factor in bail proceedings and a bill to strengthen voter registration by requiring identification.
In a comment Representative Perry said, “This package has one overriding goal which is to protect the rights, safety and tax dollars of law-abiding Massachusetts residents from the onslaught of illegal immigration which is devastating our Nations’ economy. My constituents have spoken loud and clear on this issue and I intend to file these pieces of legislation as a direct result to address their concerns.”
The first proposal mandates that individuals applying for non-emergency state and local benefits provide identification verifying their legal residence in the Commonwealth. The legislation utilizes the Federal Employment Verification System known as the “SAVE program.” Enacting this legislation would ensure that benefits go only to the citizens whose tax dollars have funded them and not to those that are here illegally.
As a member of the House Ways and Means Committee, Representative Perry is concerned about the financial impact that illegal immigration is having on our already burdened social services. “Every year we hear about the lack of funds and resources in the area of health and human services. This legislation will help limit further abuses of that system and ensure only those eligible to receive benefits will have access to them,” said Representative Perry.
The second piece of legislation would increase the penalties for individuals operating a motor vehicle without a license. Current law limits fines to $100 for each conviction. This proposal would increase the penalties for repeat offenders to a fine of $500 to $1000 and allow a jail sentence of up to 30 days in the House of Correction. These enhanced penalties are designed to deter such activity and penalize those who repeatedly violate motor vehicle laws by driving without a proper license and insurance.
As Ranking Member of the Public Safety Committee, Representative Perry said, “This legislation is vital in keeping our roadways and citizens safe from unlicensed operators. We as a Commonwealth have established laws to keep our roadways safe; however, many have disregarded these measures. As a member of the Legislature and former police officer, I will not stand by and allow our traffic laws to be repeatedly violated by those engaging in illegal activity.”
The third bill would allow judges to take into consideration one’s immigration status when determining the amount of bail. The immigration status is currently not within the criteria for setting bail and has been problematic when illegal immigrants are released and never return for further proceedings. With the ability for judges to increase bail for those with a heightened flight risk, Representative Perry believes this will help curtail the ongoing problem.
Representative Perry concluded by saying, “I look forward to pushing these bills through the Legislature during my next term. I am confident that these measures will reduce the financial burdens and safety risks placed on citizens by illegal aliens residing in theCommonwealth.”
